CAOS-Consulting was founded by Jean-Michel Durr, a French statistician. He graduated from the Paris Graduate School of Economics, Statistics and Finance (ENSAE Paris Tech).
He worked at the National Institute of Statistics of France (INSEE) from 1980 to 2006, and from 2019 to 2020.
He started his career as census technician in charge of data processing and dissemination of the 1982 and 1990 censuses,
then Head of the Dissemination and Studies Service in the regional office of Basse-Normandie from 1992 to 1997, Director of the regional office of Champagne-Ardenne from 1997 to 2000.
From 2001 to 2005, he was the Director of the project for redesigning the French census as a rolling census. As the Census Director, he implemented the first annual surveys of the new census and published the first results.
From 2005 to 2007, He then led the Statistical Service of the Ministry of Education, Higher Education and Research of France.
From 2007 to 2010, He was the Chief of Demographic Statistics in the United Nations Statistics Division and developed the 2010 World Population and Housing Censuses Programme.
Between 2010 and 2018, he was international consultant in statistics and demography.
In 2019 and 2020, he came back to the French Institute of Statistics, firstly at the General Inspectorate and in 2020 to lead the design of a project to build statistical registers.
Since 2021, as retiree of the French Institute of Statistics, he is back to international consulting, as President of CAOS-Consulting.
